The KCOJ ePay guide says users may pay court fines and costs in full or set up a payment plan when eligible.
Online ePay accepts credit, debit, and prepaid cards. Cash payments must be made at the Circuit Clerk office. The ePay guide says balances of fines and costs must be paid in full at least two days before the court date, while the sample citation says eligible online payments must be made before the court date. If a citation is not eligible, or if the driver wants to contest it, contact the clerk before the court date.

Traffic Record Contents
An Elliott County traffic court record is built around the citation and District Court case activity. Court Case vs DHR
The most common traffic-record mistake is treating the court file and the state driver history as one record. They are separate. The court file is maintained by the court system and is used for case status, payment, hearings, and copies. The driver history record is maintained by KYTC and is used for posted convictions, points, suspensions, license status, and clearance letters.

KYTC DHR Options
KYTC offers several ways to get a driver history record. Online access is limited to a three-year DHR and costs $6. KYTC sends a confirmation email within minutes, and the user follows the email link to log in and download the record. Online payment accepts American Express, Discover, Mastercard, Visa credit cards, and debit cards.
In person or by mail, a driver may request a three-year or full DHR for $3. A regional Driver Licensing Office visit should be scheduled by appointment when possible. In-person payment can be debit or credit card with processing fee, money order, or cashier's check. No personal checks or cash are accepted. Mail requests use form TC 94-195 with a certified cashier's check or money order payable to the Kentucky State Treasurer. Clearance letters cost $3 by in-person or mail channel.

Points and Traffic School
Kentucky's point system is separate from the Elliott County court record but often follows from the conviction. The District Court can handle misdemeanors, arraignments, violations, and traffic offenses, while felony-level matters move through probable-cause stages and Circuit Court. For charge-level context, use court records and counsel rather than relying only on ePay or a driver-history screen.
